Joseph Kuria Kamau is the Director of ICT Services and previously served as Enterprise Risk Management Champion at the Commission. He is a technology, governance and public finance reform leader with over 26 years of experience across government, aviation, healthcare and enterprise systems.
He leads ICT strategy, digital transformation, cybersecurity, data governance, enterprise systems and risk management. He has contributed to key reforms including the Commission’s strategic agenda including, ICT Strategy formulation, AI and Emerging Technologies Policy, County Revenue Automation standards and guideline formulation, IFMIS-related county digitalisation and Own Source Revenue automation reforms. He also brings fiduciary and institutional governance experience as Chair of the CRA Staff Retirement Benefit Scheme Board of Trustees.
He holds an MBA in Strategic Management and a BSc in Computer Science, and is pursuing a PhD in Business Management. He is a CISA, ISACA member, PRINCE2 practitioner, Certified Ethical Hacker, IMF TADAT-certified professional, holder of Microsoft certifications (MCSD, MCSE, MCDBA), and a graduate of the Strategic Leadership Development Programme at the Kenya School of Government.
His focus remains the responsible use of digital technologies to strengthen institutions, fiscal transparency and Kenya’s devolution agenda.
